On the night of 7 December 2025, tragedy struck the party town of Arpora in North Goa. A fire ripped through the Birch by Romeo Lane nightclub, claiming the lives of 25 people, and injuring many others — a calamity that has shaken Goa’s tourist belt and prompted swift government action. Live updates reveal that the club’s general manager has been arrested and a warrant issued against the owner, as the state government orders a magisterial inquiry to uncover how such a disaster could happen.

According to official reports and eyewitness accounts, the fire broke out just after midnight at the nightclub. At that moment, the club was reportedly packed — with as many as 100 people on the dance floor when flames erupted. Panic quickly spread as smoke and fire engulfed the premises; due to narrow exits and congested doors, many patrons and staff were unable to escape.

Tragically, most of the victims — many of them club staff — were trapped in the basement or ground floor kitchen area, where suffocation and smoke inhalation reportedly caused the majority of deaths.Local authorities say the blaze may have originated from a gas cylinder explosion.

Initial investigations suggest that the club was operating without proper permissions. The local panchayat head of Arpora village confirmed that the structure housing the club was built without a construction licence.

Moreover, previously issued demolition notices against the building were reportedly stayed on appeal — allowing the club to continue operations despite complaints and non-compliance. Locals and residents had earlier raised concerns about violations, but those warnings were apparently ignored or overridden.

All these factors — illegal building, lack of safety measures, narrow exits, illegal or sub-standard construction — converged to turn what should have been a night of entertainment into a deadly disaster.

The reaction from state leadership was swift. Pramod Sawant, Chief Minister of Goa, described the fire as a “very painful day” for the state and extended condolences to the families of the deceased.

He ordered a magisterial inquiry into the incident, stressing that the investigation will scrutinize whether the club complied with fire-safety regulations and building norms — including licensing and permission status.

An FIR has been registered against the club’s owner and general manager. The manager has already been arrested; a warrant has been issued against the owner, signalling that they will be taken into custody pending investigation.

The CM warned that “whoever is found guilty will not be spared,” and implicated not only the club management but also any authorities who may have facilitated or ignored violations.

Of the 25 reported dead: 14 were club staff, and at least 4 were tourists; the rest are yet to be identified. Many among the victims were working late hours in the kitchen or basement — places from where they had no escape once the fire and smoke spread quickly.

Survivors and eyewitnesses recount a scene of panic and horror: people rushing toward exits, some stumbling, others getting trapped in the crowd — while thick smoke rapidly filled hallways and staircases.

The horror of trapped victims, many suffocating or unable to flee, has stirred grief and anger across Goa and beyond — especially because this tragedy could have been prevented had safety norms been followed.

This incident marks perhaps the darkest night for Goa’s nightlife in recent memory. The state, long celebrated for its vibrant party culture and tourist-friendly nightlife, now faces a severe blow to its reputation. Many are asking: how did a club operating illegally escape regulation so long? Why were prior demolition orders stayed? And most importantly — how many other establishments are similarly flouting safety norms?

In the aftermath, voices from tourism bodies, local residents, and opposition parties are demanding a comprehensive audit of all nightlife venues, restaurants, clubs, and shacks in Goa. The goal: to enforce fire safety regulations, building codes and licensing strictly — before another disaster strikes.

One political leader has already called the fire a “black day in Goa’s tourism history,” alleging gross administrative failures and political interference in allowing the club to operate despite repeated violations.

If the government follows through on its promise of accountability, this could trigger a state-wide crackdown on illegal nightclubs — a move that may reshape Goa’s nightlife landscape drastically.

As the magisterial probe begins, there are several critical questions that must be answered for justice, accountability, and to prevent future tragedies:

Did Birch by Romeo Lane have valid construction and operating licenses? Why was a demolition order earlier issued and then stayed?

Were fire-safety norms — such as fire exits, adequate ventilation, emergency exits, fire extinguishers — in place and functional at the time of the fire?

Who authorised the club’s operation despite previous complaints and notices? Were there lapses or complicity from local authorities?

Did the club’s management or owners cut corners — in construction, safety, staffing — to prioritise profits over people’s lives?

Will those responsible face not only criminal charges, but also civil liability for compensation to victims’ families and injured survivors?

As the probe gets underway, Goa — and all of India — will be watching closely.
